Shawn, thank you for all these great pictures documenting the issue. I would like you to call the non-emergency dispatch line this morning: 503-655-8211. Report the incident, and get the officer all the s/he needs. Explain to the officer what you told me about beginning to see this on a weekly basis. Doing it this way allows the PD to leverage wider networks of information that can help us out, much like the systems we use.

Also, please keep track of time & materials in your work orders, including any blatant opportunity costs, so if they catch this person we can prove to the judge how much it's costing us. And if this begins to really hurt operations come talk to me so we can look at hiring outside help to clean up.
