We have only had one contractor installing mobile homes in this area to date that I am aware of. The company is Factory Homes Clearance Center. Their contact is Ty and he can be reached at 971.224.2244. The main line is 503.807.6980. Before we send out a blanket letter to the homeowners, please contact Ty and have him meet with you and Adam to show you the location of where they tied into the line and what size the line was. At that point you can let him know that you are shutting off the fire system to see who is misconnected. It is also a good idea that if some folks are connected to the fire line that we flush the line to get any stale water out of the system and restore a residual chlorine.
Once we determine who is and is not connected to the fire line then we can have Ty correct. Our understanding from Dyer’s work is that the 6” fire line is separate from the 3” domestic line and both are different sizes. Dan Z has an updated water system plan that the owners had. Please work with Ty first to change anything they messed up on within the next two weeks timeframe and then move on to shutting down the fire line with Fire Dept approval to pick up any old stragglers.
We don’t want to alarm the residents out there so start with contractor and then escalate as needed. Contractor repairs, fire line shut down, then notification to all explaining what we found. Remember, that the contractor and Loren McCloud are responsible for connecting to the correct systems. He is the owner of the system until it is turned over to an HOA.

//draft – I did a walkthrough today and reviewed the documents attached. I’m not fully convinced the two systems are separate, but we can at least ID which homes are drawing water from the fire line. There could be other explanations – for example, a NCV (normally closed valve) that has been improperly opened at some point. Let me know your thoughts. If you like this, I will contact the Fire Chief for final coordination. Andy//
Dear Toliver Estates Homeowners Assn,
On February 19, 2019 Public Works Director Gerald Fisher had a survey performed of the Domestic water and Fire system in your subdivision. I’ve attached a copy of that survey for your convenience. As stated in the cover letter, City Crews were asked to flow test the Fire Lines serving your private subdivision to ensure adequate fire/life/safety coverage. In planning these tests City Crews became aware of the following situation: Toliver Estates has an active account for a single 3” water meter (ID97296906). A second 3” water meter account will be activated when 50 homes have been installed in the subdivision. All domestic water will flow through these two meters for proper billing and water audit purposes. However, when testing the separate fire system the week of 10/1/19 City Crews noted significant usage flowing through the fire line’s bypass meter, totaling approx. 3101 cubic feet per month. Since no fire fighting efforts have been recorded in your subdivision, the City is finds this as evidence that some homes are have been mis-connected to the Fire Line, instead of the 3” water line loop being served by the two proper meters. This could pose a health risk to these mis-connected customers since flow in fire lines is normally much lower than domestic lines (resulting in stale water), and also results in the City’s inability to properly account for and bill for the water use.
To correct this situation, with the Fire Chief’s Permission, the City of Molalla has turned this fire line off. Once mis-connected homes have been identified the City will restore water service to the Toliver Estate’s Fire Line. The City will continue to periodically read the fire line’s bypass meter going forward to ensure no repeat of this situation.
