Subject: 112 Sweigle Ave - Water request for garden

Need a call on this one. Received a call from Joann Everhart about 112 Sweigle Ave owned by Jon Everhart since 1993. The house at that location burnt down decades ago and has sat vacant since then. She is now requesting to set up a water meter so they can use it as a garden. The code however states the following:

13.04.050 Use of Water – The City shall furnish water for ordinary domestic, business and community use and for such sprinkling, irrigation, industrial, commercial and firefighting purposes as the system may reasonably supply and as may be approved by the Council. (Ord. 1976-3 §5)

The term ordinary is where I get hung up. The lot is zoned commercial and should have a commercial use on it and not a garden to grow food and flowers. I’m of the opinion that we say no and service will be provided once a commercial structure is built on the property. Let me know if I’m interpreting that wrong.
