Andy and Adam,

We now have the attached report recommending that the lots in Toliver Estates can only be served by the existing meter up to a total of 50 lots. Once they hit the 50 lot mark, then no other lots can be developed until the second meter is activated. When the 51^st lot application is received by Planning, that will trigger the requirement to unlock and activate the second meter. The owner will be paying for two base meter charges and the total of the use through both meters. I will submit a letter to the owner stating the same.
