After speaking with the Chaunee, the Finance Director and Gerald, the Public Works Director, it was determined the back billing of $4235.17 for sewer should be reversed. I have made the adjustment in our utility billing system.

Chelsi,

I am having a hard time explaining this huge bill to Shirley at SCTD. We agree that the WATER was connected in 2010, but the sewer was NOT connected. All that existed from 2010 to present was a buried service lateral under the ground. It was not until 2017 that that sewer lateral was dug up and connected to the new building that is scheduled to be completed next month.

There has to be some understanding at the city as to this situation. Why was the SCTD not billed until now? It does not seem fair for the City to back charge a public non profit quasi governmental agency that is doing good things for the city in expanding public transportation opportunities. Especially since they received no benefit or caused any additions to the sewer system.

Hi Brian,

Once a property connects to our sewer or water system a monthly base fee is charged for that service. It has come to our attention that SCTD connected in 2010 but had not paid any monthly service fees after the connection. I understand the service was not used; however, SCTD would have the opportunity to use the service after connection. Utility bills start when the line is connected, not upon first use.

This does not make sense. Why would they be charged a base rate when there is no use, the existing sewer stub was just extended to the pad and buried?
