Hey Gerald,

We no longer accommodate bulk water unless they have a hydrant meter, since we have no way to monitor it and people were just helping themselves and never actually paying for it.

My understanding is that we will only provide bulk water if they set up a hydrant meter. I just want to make sure we are on the same page prior to calling this guy back.
