Andy,

 

I think vactoring and checking the type of saddles is still the best way

to go but will let you and the crew try another option.

 

My only thought is we need test at static pressure and if it holds then

test the line to 150 PSI for one hour like we do new lines. That will

require the installation of the straddle block at the end of the waterline

since we have no record of restraint on that line.

 

Note though that even if we hold pressure today, degradation of a service

saddle, made of the same material, can and probably will happen again in

the near future. That being said, go ahead with the pressure static

pressure test and, once the block is in place, the 150 PSI test to see if

we have immediate other problem spots. Also, be ready to dig up the road

and replace the other saddles because pumping up the waterline probably

will pop others loose causing another shutdown with folks out of service.

 

I still think it's a risk but go ahead with your plan once everything is

in place.

Gerald,

 

Adam, Jake and I came up with an easy way to ensure other saddles on

Storey are not leaking without requiring excavation. The work order below

explains the plan - so if we run in to any questions in the future (say,

from our insurance company) we I'll have documented our risk management

steps.

 

If we find pressures still dropping we will talk about exploring the

remaining service saddles. Let us know if you have any thoughts.

We would like to pressure leak test Storey Dr, to ensure no other service

saddles are leaking. This should tell us if further exploration is needed.

During hot tap for bear creek we saw pressures drop rapidly on shutdown.

We now know this was due to the leaky tap that ultimately cause Storey to

fail. Now that the tap is fixed, we should see the line holding pressures.

if not, we should suspect further leaking going on. This is a risk

management action, to ensure we are doing everything we can to avoid

damage to customer property (like cars parked on the road) See Jake and

Adam for further details.

 

1) Set up static pressure gauge on hydrant at end of line.

2) Notify all customers, then turn off all curb stops.

3) Turn off isolation valve. stopwatch the pressure gauge to 50 psi.

4) Turn on isolation valve and recover pressure before dipping below

20psi.

5) Note results and whether we think Storey is still leaking.
