Toliver Estates

Toliver Estates needs to be billed for total number of units for sewer and stormwater if no other accounts are set up on a per unit basis.

We installed the meter probably some time ago but may not have activated it on the Toliver Estates account.

Perhaps we should have a meeting to go over the activation of this meter so everyone is on the same page. Chaunee?

I’m looping Gerald back in on this to clear up a couple things.

  1. 1. Are we billing the McClouds for the second meter or Toliver Estates? Earlier in this email, Gerald said we were to bill the McClouds. And, if we are billing the McClouds, what about sewer and storm drain charges? Do they stay as is or Gerald how do you want that handled?
  2. 2. We’re currently billing Toliver Estates for 36 units. Do we need to increase that?
  3. 3. Are we certain we didn’t install this meter? It’s a Badger meter and has a similar id # as our other meters.

 

I’ve sent a service order to the crew to turn the meter on!

Should be a simple deal for us: we’ll snip the lock and turn on the meters, and get you the current read. We need to activate the second meter. Mr. McCloud was allowed the opportunity to prove that the two meters were sufficient and failed to do so. These are the steps going forward.

Aldo can begin issuing building permits immediately.

Maintenance Division needs to place the 2nd meter into service and provide the startup info to Finance.

Finance to bill the account for both meters which includes two base fees and the use associated with the meters.

Public Works will contract with Dyer Partnership to determine whether the two 3” meters are satisfactory to provide both domestic supply and fire service.

Once study is completed if the meters are sufficient then City will pay for study. If study determines that the meters are not sufficient them McCloud’s will be responsible for construction work to upsize meters, SDC’s associated with larger meters, and cost of study by Dyer.

We don’t show a second 3” meter at Tolliver Estates. Do you know something we don’t? Do we need to install one? And, if we do need to install a meter, do you want to charge SDC fees?

When you say “monthly fees” that should include water usage, water base, sewer base, sewer usage and storm drain, right? Is this something that will eventually be included in Toliver Estates’ bill? Or, will the McCloud’s always need a second bill for just this meter?

Hi Brenda,

This tells us nothing and is not a report on need for metering. Existing 43 homes requires 860 GPM. A 3” meter can effectively run 320-435 depending on the type. Assuming it runs at the highest then the two 3” meters together only total 870 GPM with no additional capacity. So, since they have not moved on with the requirements here is we’re we are at.

Step 1

The second meter will be activated and the McCloud’s will pay for the monthly fees of the second meter. Please work with Finance to notify them that their bill will include the 2nd 3” meter.

Step 2

We will have our engineering consultant run an analysis and provide us with a stamped report. The report needs to be based on a set of asbuilt plans that are accurate to the best of both parties knowledge. If the two meters together work to supply all 110 homes then we will cover the costs of the report and consider the matter resolved. If it comes back with something else then the McCloud’s will have to cover the cost of the report and any modifications needed to the system. The McCloud’s will get a copy of the report. Since there is a second 3” meter in place already (correct?) then there is no SDC charges for the meter. They should have charged that during installation of the meter and I am not chasing that one down the rabbit hole because there are probably no records to support anything done back then that meets Code or any other standards.
