Hi Chief,

The following is a summary of the events leading up to the placement of a concrete block over the water meter box at 529 Hart. On March 23, PW staff placed a door hanger notice that their water would be shut off. On March 24th the water was shut off and locked, On March 27th, the crews discovered the lock had been cut and the water was on so the crews lock the water and removed the meter. On April 17th, crews discovered a pipe that was connected between the city service line and customer plumbing (See attached image). The pipe was witnessed by a Molalla Police Officer and then the pipe was removed under my direction. On the afternoon of April 18th I received phone message from Ms. Jacobson to discuss her water being shut off. I returned her call and she stated that she had approvals to be on the property and had a rental agreement from the property owner. I informed her that she needed to bring that in to us to show proof of rental. She refused and I informed her that once she complied then we could work towards restoring the water. She continued to yell and accused finance staff of being incompetent and police staff of stalking her. I ended the conversation. Shortly thereafter, I instructed the crews to place a concrete barrier over the water meter location within the public ROW to prevent further theft of water. Ms. Jacobson again called me and told me to remove the block since it was in her yard on her property. I told her that the meter was in the ROW and would not be removed until the issue was resolved. She stated she would have someone remove it and then hung up on me. I have not heard from her or received any email from her since then. The PW department has expenses related to staff time, equipment time, and purchase of the concrete block for which we expect to be reimbursed along with other fines and fees as a condition of the theft of services.
