RThese trees are short enough to not be affected by overhead powerlines and as long as they are installed below grade (down 1-2 feet) the are less likely to damage sidewalks. The tree grates will still need to be installed as provided in the prior email and it will require some removal and replacement of sidewalk panels. If done properly though the contract strip that is poured back to house the grate will match in with the surrounding sidewalk panels. ODOT will likely need to permit the project and if charged for the permit then we can provide you with a no fee permit and inspect the installation of the tree grates and tree plantings. Hi Adam,
Here are details for installing trees with root barrier protection. ODOT standards are very vague. Hopefully this provides additional detail.
Also, in regards to traffic control. If you need to bring in equipment to excavate the tree well and need to close the shoulder, a permit will be required by ODOT for the traffic control plan. Here is a link for their standard shoulder closure to submit with the permit.

I spoke with the PW Director and it sounds like the easiest way to get this done is to have you perform the work if you so wish, no permit required, however a root barrier would be required a to not damage the sidewalk. ODOT won’t need concurrence as there is no infrastructure being changed, and only landscaping.

I can get you the specs on the root barrier system, it’s an ODOT standard and it is in our best interest to install one as it will ensure the sidewalk isn’t damaged.
