Tom I’ve reviewed this video and at appears based on the footage on the screen that there is a “belly” in the line, out under the street. According to Municipal Code this would be a City Owned portion of the asset. You mentioned in our brief conversation that there are no known issues with sewer backups at the property. Bellies like this are not too uncommon in laterals. So my thought is, and as long as the sewer is flowing we don’t necessarily need to perform any maintenance at this time. But I will add this video to our records. Does this suffice? Give me a ring if you still have concerns. I’m copying a few other folks here at the City so they can confirm my understanding, as the code around this has indeed changed recently.
Thanks!

Hey Andy I came in this morning to connect up with you on an issue we seem to be having with the city sewage on my daughters property she is selling. Can you do me a favor and send me a response so I can forward it to the buyers. They want this issue resolved prior to closing on the loan.
The realtors stated that if we could have a message from you stating that it is on the list of repairs that would be great. That will satisfy their issue.
Here is the address of the property:
148 Toliver Ct
Molalla OR
Here is the scope to view:

BTW I’m not much of a techy guy so I put this link that went to YouTube. I imagine you can go and view this. Anyway the issue seems to be at about the 48’- 60’ location as you view it. Flows great until it gets to the main connection.
So please let me know your thoughts on the letter and we will let the buyers know what’s going on.
Thanks in advance,
