Thanks, Susan. I consulted with Randy Bailey, our engineer, and the leak test CAN be done while there is still biosolids in the lagoon. The issue is you can’t do two activities at once and have the leak test work. So removing biosolids while conducting the test would not work but before or (most likely) after, is OK. Randy is following up with Gerald Fisher, Public Works Director, about the installation of the new flow meter that was scheduled to happen on Friday 8/5.

Here's a link below to the Aug 10 Molalla City Council agenda - please note that biosolids have not yet been removed from the lagoons because the City Council is still in the process of approving the contract to spend $50,000 to remove biosolids - it's all in the agenda packet. The concern obviously is getting the lagoon leak test done correctly.
