Tiffany - Yes. We TV'd everything last summer (storm and sanitary sewer)
and the plans were developed accordingly. All of that information was part
of our I & I report to DEQ. The construction plans are on the website and
have been since last fall.
To be clear, the storm line varied between 12" and 18" throughout the
project boundaries and we are replacing the entire section with a 30"
pipe that you would have witnessed when you were here the other day. Water
lines will be replaced as well as sanitary sewer lines, power, gas,
communication and sidewalks and that is clearly shown on the plans that
have been public since last fall. At least in my time here in Molalla and
anywhere else I have been we have replaced or repaired underground
infrastructure whenever a street project is completed. As far as the not
digging up a new street rule - we don't have one yet but we are working on
one. This is a very common rule for cities.

As far as "promises" go - are you and Nina and Joni aware that Molalla has
been and is continuing to use large amounts of money raised via urban
renewal bonds to do major improvements, including paving, to roads in the
heart of old downtown where the worst of the old sewer pipes were note on
the long ago map of I&I? Right now, major work is being done on Molalla
Ave on both sides of the downtown intersection. Point being, they are
fixing up roads that are going to likely have very bad pipes sealed
underneath - and Molalla has some kind of internal rule about not digging
up roads for a certain number of years after they have been fixed up and
paved. So how is that going to mesh with getting anything done other than
finding out again that the pipes are bad? I want this in the record that I
told DEQ about this road work in the heart of where the worst underground
sewer pipes were flagged in that last map that is in the files, since
nothing was ever fixed let alone scoped all the years DEQ let Molalla
ignore the need for I&I.

We are not ignoring the bypass to Bear Creek that happened December 21 and
ended January 1. What I am saying is that the DEQ document to respond to
that event requires some action by the city that we discussed and got
commitments on yesterday. So I now need to incorporate that into the
document.
I am also committing to share that document with you when complete.
