Thanks, whatever you have that is easy to find about biosolids removal would be helpful. I do want to point out in this case that one would hope DEQ would look a little deeper into the removal (or non-removal) of sludge and debris from the lagoons and aeration basin, since Molalla's capacity issues are related to how much sludge/debris is or is not removed. To pretend "too much rain" has caused all the violation problems here, when sludge/debris removal has been an issue since at least 2013 when when had our first meeting about Molalla's biosolids problems, is not being honest. I hope DEQ is looking into that?

I will respond to you request with records soon. DEQ does not require permit holders to send us the contracts or invoices for biosolids removal. Since permit holders who manage biosolids have a requirement to do a biosolids management plan that becomes part of their permit. The plan is reviewed by DEQ and goes through a public notice and comment period. The permit holder then sends DEQ an annual report about activity completed in the previous year under the biosolids plan. So the annual reports and occasionally the discharge monitoring reports that the permit holders send to us monthly, will be the documents we have that show biosolids removal.
David’s work duties have changed so please use me as the point of contact for questions related to Molalla. Thanks!
