Dear DEQ,

 

I hope DEQ is comparing the staff time wasted with the new PRR policy where each fee waiver request must generate a huge pile of input and outgoing emails - unlike the past policy where we, as a non-profit working for the public good with well proven outreach to the public and to policy makers, filed one form yearly that was good for at least several PRR requests. This new one at a time policy is a great example of an agency creating more work for itself that in no way relates to environmental work - DEQ constantly complains about lack of staff and too much work and one wonders how much staff time/payments get eaten up via this new policy.

 

I'd highly suggest you revisit this "every PRR has to be evaluated individually" policy when I expect there are other groups like Bear Creek Recovery which have the same mission to serve the public good and to carefully monitor the work of the agencies that are supposed to work for our collective good. I'd also suggest that when it is well known, as in the case of Molalla, that ongoing requests will be made that the DEQ rep in care of a case like Molalla keep all the info close at hand, knowing ongoing requests will be coming. Or even better, all state agencies should simply have a data bank the public can access via computers to view all the work being done in the name of the people of Oregon. Something along the lines of me visiting a site, punching in "Molalla wastewater" with a dates of interest and finding what kind of work is being done by DEQ, including email exchanges, documents, notes, etc. Something like that would be valuable not only to the public but likely to DEQ (and other state agencies as well).
