Hi Susan

Sorry I didn’t receive your email last Thursday. As we just discussed, DEQ asked Molalla to craft Standard Operating Procedures (SOPs) as a corrective action in our May 12, 2016, Warning Letter with Opportunity to Correct. The SOPs are to document how to maintain lagoon levels under three scenarios—while discharging to the Molalla River, during the summer recycled water irrigation season and in extreme weather events. They did send us drafts well in advance of the June 1 due date and we’ve discussed the content, asked for modification and received a new version last Friday. They are under review again now.

Robert Grandinetti of EPA Region 10 has not yet provided us with the State Review Framework (SRF) report but I just spoke with Jim Billings, our compliance coordinator, and it is expected in about two weeks. So I will follow up with Jim in two weeks. The State Review Framework s and audit and report of opportunities to correct from EPA to DEQ on our implementation of the National Pollutant Discharge Elimination System Permitting program. It focuses more on how we determine compliance and conduct enforcement while other reviews focus on the content of permits and other aspects of our work.
