Is it your understanding that the consultant Dyer has finished the report and you are waiting to find dates to discuss it - and do you have that report yet and if so what is the title? And have any notices of violations gone out for this Bear Creek Discharge or others since the beginning of Sept? What about the TDML report? Molalla has hired someone to do that - has it been sent to DEQ yet? Has DEQ responded to the newest lagoon leak test yet? As to the discharge and fully treated wastewater - did it meet permit standards for land discharge because the info I read was that Molalla was not even meeting its Class A discharge standards. And if it went into Bear Creek, is was not "fully treated" for discharge into a body of water since it had chlorine in it. Chlorine in wastewater dissipates in the air when the wastewater is land applied or binds with soil particles. The amount of chlorine in wastewater that is land applied is higher than the level allowed in wastewater that is discharged back to surface water. Since early September, the communication about the MAO has been via email or phone with some phone notes. The city is asking to meet with us to present the findings of a consultant who is tasked with determining if the wastewater treatment plant can be improved or needs to be completely replaced. They want our Director to attend that meeting so much of the conversation is about scheduling. The city said on their public notice that it was fully treated wastewater but if it has chlorine in it is was not fully treated, correct, per the rules on discharge into waters of the state? Would you please let me know what kind of documents have been generated about the MAO since early Sept - letters, emails, etc? Has DEQ formally responded to the Ring Bender response letter dated the end of August that outlined all kinds of problems and excuses about length of time it will take for Molalla to stop violating? Has it written anything back to Molalla regarding the conference call that just was held about all these issues?
