I am happy Tiffany was able to provide this memo. But, my observation in the case of the two huge EColi counts from Coleman Ranch that flowed via Creamery Creek into Molalla neighborhoods, there was no totally clear cut way to impose blame or to say only one agency should have been in charge of the problem of public notification. The over use of wastewater irrigation on Coleman Ranch caused Creamery Creek to flow out of season washing manure into the creek which would have been dry in that season were it not for over application of wastewater. So both DEQ - which had jurisdiction over the wastewater over application issue and ODA - which has jurisdiction over the manure on the ranch (and it is not a CAFO operation so CAFO did not apply) - should have been involved with joint responsibility in that case. I hope you recognize in the future that it is more important to get the info out to the public than to fight over who is supposed to make the notification. In this case I had to do the notifying.

The project of coordinating between ODA and DEQ regarding notification when an event happens that causes a release to waters of the state was larger in scale than I could do. So Nina and Joni assigned the work to our Regional Solutions Team representative , Cheryl Grabham. Attached is the procedure that will be followed, ad agreed to by ODA and DEQ.
