We are happy to fill this public records request and we think there are two ways to do it. I am copying your request here to help me organize this email. Each sentence of the request is numbered.

1) All communications in the past 12 months between DEQ or its staff and outside groups or individuals regarding the City of Molalla, its drinking water system, its NPDES permit (Permit #101514), biosolids management, recycled water application, or wastewater treatment operations, including, but not limited to emails, public records requests, social media interactions, and notes of telephone conversations, as well as all internal DEQ communications regarding such interactions with outside groups or individuals.

2) All internal DEQ communications in the past 12 months regarding enforcement actions involving the City of Molalla or a potential mutual agreement and order being drafted for the City of Molalla’s wastewater operations, including, but not limited to emails, memoranda, notes of telephone conversations, or notes of internal meetings.

3) Copies of all documents provided in response to any public records request made in the past three months with regards to the City of Molalla or its NPDES permit.

The first way to fill this request, which we have just sent you a fee estimate for, is to simply copy the contents of the public records requests made by Susan Hansen on behalf of Bear Creek Recovery in the past twelve months. There are fourteen requests and a scan of the requests is attached so that you can see what was asked for in each request. This covers much of what you are asking for in sentences 1 and 2 and addresses the content of sentence 3. This work can be completed by the end of this week.

A second way to fill this request is to order an automated email search using content of sentence 1 and 2 supplemented by staff time to check desks for hand written notes. A second fee estimate will have to be created for that ask there is more people would be involved in producing the records. We would also need much more time to fill the request this way. Sentence 3 of your request would be filled by providing the content of the last three filled requests filed by Susan Hansen.

I will assure that we get you a fee estimate for the second method of filling the request this week.

In the meantime, in addition to the scan of the requests that Susan Hansen has filed in the past twelve months, I will send the content of the past three months’ worth of requests, responsive to sentence 3. Because I can do this by forwarding to you emails that were sent already, this part of the task takes less than 15 minutes to fulfill and we will not include it in the estimate. I will in a separate email let you know how many emails you should expect to receive to complete the forwarding of the contents of the past three months of requests.
