Subject: Molalla Lagoon Leak Test Review Questions

Dear DEQ,

On Dec. 6, 2016, your staff issued the attached "review" document asking that within SIX WEEKS Molalla submit a plan to provide test wells to prove whether or not local groundwater was being contaminated by the old lagoons. Citizens around here raised this issue with you years ago, providing photos of the water in Bear Creek in vicinity of the treatment plant in late summer when Bear Creek was dry for miles on both sides. The DEQ staffer who signed the document deferred to Mr. Cole so please answer the questions about where this issue stands as of today.

What is the progress on this "review" and the demand it place on the City of Molalla? Are their written documents between DEQ/ City of Molalla that were written/ received after the attached Dec. document was sent to the City of Molalla - if so I am eager to request them. If not, why has DEQ failed to act on the "six weeks" per the issued "review"? How long does DEQ intend to wait to see if local groundwater/ domestic wells are being contaminated or does it not care if potential harm is being caused by leaky lagoons? Does the apparently failure to heed the "review" by the City of Molalla constitute a violation of its permit and if so has any violation or warning letter been written by DEQ and if not why not?
