Dear DEQ,

 

Thanks for promptly providing this document. It references further action - that conditions were sent to Molalla and Molalla was expected to accept said conditions. I would have expected those condition documents to have been provided. Do I need to file an additional request to see the documents referenced in the warning letter?

 

I have further questions about whether or not DEQ has been properly involved on a number of large projects in Molalla recently. Below is a link to the large multi-house development in Big Meadow in NW Molalla. Was DEQ noticed about that development - did it need to be noticed? Here is the news story from 2015 about this large residential development which I am pretty certain is totally built out now:

“Big Meadow is in the 15th phase of the project, the latest which consists of two parcels of land that total 13.06 acres. When all the dust settles there will be 53 detached single-family homes on the land, which sits on the far back side of the development, connected to Julie Lane, right on the northern edge of the Molalla city limits.

Last year a property fronting highway 211 on the east end of Molalla that had a single house on went through months of hearings and was approved as a seven lot/seven residence development called "Shirley Bank". Should DEQ have been involved in that - or does involvement come when actual building plans are submitted? There have been numerous residences constructed all over Molalla in the past couple of years and many people are concerned about how they have added to the volume of sewage at the treatment plant.

 

Please explain what kind of DEQ plan review rules/ approvals were necessary in the past two years, both for new houses built on empty lots, apt. complexes and large plot development as in Big Meadow. I read the ORS adn OAR cited in the warning letter but am not certain how long those rules would have applied to development in Molalla,
