Hello Susan

Let me offer a little clarification of what we are doing. The city of Molalla’s NPDES discharge permit does not allow the city to discharge during the period from May 1 to October 31. So during that time they land apply their fully treated effluent and to do so in accordance with the Recycled Water Rules, they have a DEQ approved plan (which is subject to public comment) and must seek approval of specific sites in accordance with the plan. I want to make sure that it is clear that we are proposing changes to the Recycled Water Plan, not the permit itself.

The changes to the Recycled Water Plan will be specific to the Coleman Ranch site. I have been talking with Kevin Fenn of ODA about the documentation he has that shows where fences have been and will be built on Mr. Coleman’s property. The Recycled Water Plan and site approval for Coleman Ranch will be edited to show a set back from the fences. I should have this documentation early next week. The proposal to change the Recycled Water Plan will be prepared soon after that and then I’ll be able to set a public hearing date as part of public review and comment process.

I will let you as soon as I can the public review period will be and where the public hearing can fall within it. I’ll have a few dates to work with so that I can coordinate with the schedule for the Molalla Adult Community Center.
