DEQ,

Here's a reply to a message I sent to new Molalla City Councilors about the waste water violation problems. It's quite stunning to me to see that Councilor Palumbo is in denial and believes that because you have not issued "multiple fines" Molalla's waste water permit violations are not a problem. See below. Perhaps you again need to visit the Molalla City Council as you have in the past, so they can here directly from you about the needs for upgrades.

This also directly speaks to the failure of DEQ to follow through promptly on Civil Penalty fines, which clearly are the only thing Molalla understands.

Thank you Ms Hanson for your concerns about water quality.

Recently I looked at the DEQ web site and found only one fine issued to Molalla since 2015. Please correct me if I am wrong. This opposed to many other local cities including Portland with multiple fines.

Molalla City council has affirmed its commitment to clean water and to work with DEQ.

What specific actions are you requesting that we take? I prefer actionable discussions as those are more likely to be fruitful.

I reviewe d the documents you sent as well. Thank you.

Thank you.

Councilor Palumbo.

Dear Molalla City Council,

Since the majority of you are new to the City Council this year and perhaps not fully informed about Molalla's mounting and serious wastewater permit violations and the coming upgrades that will be required as the city faces a major facility designation in about 2 1/2 years, here are presentations from the 2015 and 2016 City Council meetings where DEQ directly informed the city about regulations. An informed City Council is a competent City Council - now there can be no excuses that you didn't know the problems existed. Perhaps you will be better able to decide if it is wise to spend money on lawyers making excuses or better to use the money instead to start to face and fix your glaring and growing wastewater violation problems?

DEQ staff and Director Whitman are copied on this email to remind them of that DEQ has given Molalla copious warnings about the wastewater problems and the need to find solutions - including finding the money needed to fix the problems and meet Clean Water Act compliance as a coming major facility.

Susan Hansen
Bear Creek Recovery
