Dear Joni and Nina,

I think this rejection speaks to my ongoing concerns that Oregon DEQ is not meeting the need to move far faster to violations and then to fines for violators. Whether it is pollution at the coast or pollution around Molalla (like the E.coli at Coleman Ranch), DEQ has not been vigorous enough at enforcement. I hope you will be working to correct this problem because the article notes that Oregon's plan is the only one rejected to date. It is a sad state when multiple citizen groups have to sue to enforce what DEQ should be doing all along. It's crystal clear that "asking" and "hoping" and "encouraging" is not enough to protect our environment. It may not be fun to levy fines but that's about the only thing violators understand. It's been since May 2014 that the first of three elevated E.coli counts came at Creamery Creek and again no DEQ notice has even gone to our community.

Sincerely,

Susan Hansen

Bear Creek Recovery
