Dear DEQ,

 

Why does this "chronology document" fail to mention the DEQ analysis of the summer 2017 "flawed" Molalla lagoon leak test (attached, obtained via public records request)? That is another vital and telling document that says DEQ believes that about 173,000 gallons a day of "partially treated wastewater" are leaking out of the lagoons, endangering groundwater and rural wells. DEQ notes this in the "chronology":

DEQ comments on Leak test transmitted by letter. Requested a groundwater monitoring plan since leak tests have been inclusive. Requested this within 60 days.

 

There is no follow up listed about Molalla's failure to respond to the 60 day request for a groundwater monitoring plan and now the results of the August 2017 analysis are missing from the chronology. This is another example of how much stalling DEQ has allowed - Molalla was supposed to perform a valid lagoon leak test in summer 2015. And the above Dec. 6 note that says tests have been "inclusive" (I believe it should say inconclusive) fails to note that DEQ found elevated nitrate levels in real estate transaction well tests and used that as a basis for "requesting" a groundwater monitoring plan.
