This Redi-Mix fine compared to the way DEQ has treated multiple violations by Molalla - including the failure to file I&I reports at all in certain years and other violations on record - is telling and shows that DEQ is cutting breaks in some cases and enforcing the rules in others. It is disturbing and counter to protection the environment for DEQ to fail to do equal enforcement. I have attached the press release and will work with our team that does the web postings to fix the link. DEQ requires all permittees to follow the conditions of the general permits they are assigned to. Yes, DEQ reviews all of the annual reports and associated discharge monitoring reports that are submitted by permittes as required by the permits. The reviews typically take place during the fall and we follow-up up with compliance and enforcement in accordance with our guidance. Molalla Redi-Mix does not have any additional requirements, other than those outlined in the general permit. Yes, the reason for the DEQ penalty, and ultimate enforcement action, was because the annual report was not submitted and is required as a permit condition. DEQ will monitor Redi-Mix’s compliance with monitoring requirements and other permit conditions. If you have additional questions, please let me know. That is the document I am looking for or whatever document outlines what caused the fine to be generated. And will Redi-Mix have to do anything extra in terms of its testing / reporting now that it has been a violator at least twice - for failing to get its permanent permit when it finished construction and now due to this? Will DEQ more carefully monitor Redi-Mix? I saw in my email files my question to Dennis Jurries from last summer - in August 2014 Jurries assured me he was expecting Redi-Mix's report that I guess never came? Do you check to make certain all companies like this provide the proper reports each year in a timely manner. I am anxious to understand if it was one missing report that caused this fine or was it more than that?
