Dear Mr. Adams,

Thank you for your interest in designating OR211 from Four Corners to the City of Molalla as a safety corridor. A safety corridor is typically designated and the signs placed along the highway in corridors that have a history of having a fatal and serious injury crash rate that is much worse than the statewide average (specifically, at or above 150 percent of the statewide average). Other criteria that are required include participation from local law enforcement to make patrol in the corridor a priority, and an active local traffic safety committee. On this corridor the fatal and serious injury crash rate is 152%, which meets the crash threshold; however, we are currently prioritizing corridors that are 200-400% higher that the state average.

The primary crash type on this segment of highway involves cars crashing into fixed objects 51%; while 21% were rear-end crashes. Fourteen percent of crashes involved speed, while 5% involved impairment.

In looking at the four fatal crashes on this segment, all four were roadway departure crashes, two involved alcohol and speed, one involved drugs and one was the result of drowsy driving. Of the eleven serious injury crashes that occurred in the last five years one involved impairment and none involved speed. Five involved young drivers, two involved drowsy driver, and two involved distracted drivers.

The top cause of crashes on this segment are due to improper driving, which means that the crash was caused by driver error, the second most listed cause is not yielding the right of way, followed by crossing over the centerline and drowsy driving. These causes account for 45% of the crashes in the last five years.

I understand this was not the outcome for which you were hoping. Although we will not be designating this segment as a safety corridor at this time, there are other tools in our toolbox that can be used to improve safety such as engineering projects, enforcement, and education and outreach.

Currently, ODOT has two projects scheduled for OR211: delineators, metal posts with reflectors at the top to help motorists stay in alignment with the road and prevent roadway departure, will be installed from mile points 14.21 – 33.48. In 2020, OR211 is scheduled to have rumble strips installed. Rumble strips are grooves or rows of indents in the pavement installed on the centerline and shoulders, changing the noise a vehicle’s tires make on the surface to warn drivers of speed restrictions or the edge of the road to alert drivers when they are leaving the roadway or crossing the centerline. They have been proven to be effective to reduce roadway departure crashes.

In the area of enforcement, I spoke with Sgt. Cameron Bailey of the Oregon State Police, the agency responsible for enforcement on this stretch of highway, and he has committed to doing high visibility speed enforcement along this segment.

In addition, as the Region 1 Transportation Safety Coordinator, I have grant funds that can be used for education and outreach. If you are interested in doing education and outreach around the issues on this particular corridor I can grant to non-profits such as the Chamber of Commerce or a veteran’s group to fund a project focused on raising awareness and educating behavior change.

I am available to meet with you and your community to discuss the crashes that are occurring along this segment of OR211, the projects that we are working on to improve the roadway and safety and possible education/outreach efforts that we might pursue.

Please know that ODOT will continue to investigate any potential safety improvements that are possible within this corridor. Please let me know if you would like to meet. I have copied Sgt.
