Dear Mr. Huff,

Thank you for the opportunity to continue our work together to improve transportation safety in Molalla.

I have attached a written response to your letter from back in August. Although ODOT and City staff have been working on this issue since well before the letter was sent, I apologize for the delay in responding, but didn’t want to respond until we’d had an opportunity to get the additional data we needed and had a chance for staff to evaluate it.

The attached letter goes into more detail, but cutting to the chase, I’m pleased to report some good news. While there is still some work to be done between your staff and mine to work out the details of an agreement, the data presented on August 29th does provide sufficient justification for approval of an enhanced pedestrian crossing once certain development thresholds are reached. For example, conditions might include requiring that frontage improvements, including sidewalks between Hezzie Lane and Leroy Ave. along OR 211, are completed and a sufficient amount of pedestrian generating uses are certified for occupancy. Once the trigger conditions of the agreement are met, ODOT would issue the City or the developer a permit to install an appropriate crossing treatment. I understand it has taken a long time for us to get agreement on the appropriate treatment here, but I think you’d agree it’s important that we find the right solution for improving crossing safety without creating other unanticipated safety issues.

I remain committed to continuing our partnership, including getting our programmed pedestrian safety and connectivity project (partially funded with $750k from HB 2017) constructed next year, to getting the Toliver roundabout agreement in place soon and to seeing construction of the roundabout in the next few years.

The safety of our system for all modes is ODOT’s top priority.

Rian - At the July 25th Molalla City Council meeting, all six Council members gave unanimous direction to send you this attached letter concerning pedestrian safety at the Leroy/OR-211 intersection, regarding pending construction of the new Cascade Center here in Molalla. Rather than ask the Mayor to sign this letter on Council’s behalf, members each wanted to sign the letter to show the strength of their concern.

We hope your staff will reconsider its position, incorporating Molalla’s wish for ODOT Region 1 to be proactive about pedestrian safety at this intersection. Especially, when considering additional pending new development nearby. We look forward to hearing a response from you and your team.
