Gentlemen,

I don’t know if the City incurred any costs related to the recent winter storm that would qualify for reimbursement under this program. It looks like snow removal doesn’t apply, but road clearing like sanding and de-icing might. I know Dennis was ready for some sanding, but I don’t think they actually laid any down. Just wanted to pass this on to you guys.

TO: Homeland Security Task Force members,

In order to assess the magnitude and impact of the winter storm event (snow, ice, flooding, etc.), Oregon Emergency Management (OEM) is asking those county offices, cities, special districts and eligible private non-profits that have impacts to conduct an Initial Damage Assessment (IDA) for public infrastructure.

Attached to this email is the checklist of the IDA and PDA for Public infrastructure, quick reference guide for public infrastructure categories, IDA Public Assistance Field form, and a questionnaire to be used to gather information from power utilities (please be advised that utilities must be public or private non-profit to be eligible for inclusion in the IDA).

Note: snow/ice removal costs for the sake of snow removal is not eligible to report on the IDA, however limited snow removal activities (snow removal, snow dumps, de-icing, salting, sanding) for life, health and safety or to protect improved property may be eligible (e.g., snow removal to repair downed power lines, egress to emergency facilities), this work is consider category B work.

Submitting your information:

**Field Forms for Public infrastructure IDA data collection are attached and the County is updating our non-published web page for each entity to post your reports online that will be formatted and compiled for OEM. Please begin assessing your impacts and costs and I will provide the update link by Wednesday, January 25.**

Who completes this form?

• County Departments,

• Cities,

• Certain Private Non-profit Organizations,

• Special Districts

These entities complete their own IDA Public Infrastructure data form and submit the completed form(s) to the Clackamas County Disaster Management for roll up of impacts and costs for that County to OEM. The County submits a summary form Initial Damage Assessment Summary Report Form and the field data forms to OEM for review and consolidation into the State’s overall impacts.

Note: for debris removal (Category A) you may include your regular time labor in your estimates and actual costs when reporting in the IDA. Attached for your reference is the Quick Reference on Public Infrastructure categories and Checklist of IDA and PDA factors.

For the purpose of the IDA we request you report for those costs and damages that occurred as a direct result of weather on or near January 10, 2017 – January 19, 2017. As noted in the guidance document email sent on January 11, the incident period is defined as the time span during which the hazard causing incident occurs. Typically the incident starts and stops with the atmospheric weather system. OEM will work with the NWS on the period of length and type of incident, which may result in more than one incident. In order to define the costs with the incident it is very important to identify the date of occurrence and the cause (ice, snow, flood, etc.) to the damage or emergency activity. In addition, OEM is also working with the National Weather Service in obtaining the snowfall data to look at whether snowfall in this event meet historic or near historic records (by county) as is a requirement of FEMA's Snow Policy. We will share that information with you once we receive it from OEM.
