Subject: December 14 Winter Storm Initial Damage Assessment

Good Afternoon Homeland Security Task Force members,

The Oregon Office of Emergency Management (OEM) is collecting information on eligible emergency operations and damages that directly resulted from the December 14-17 snow and ice event as the basis for an Initial Damage Assessment (IDA). At the County level, Clackamas County Disaster Management is compiling any IDA Field Forms you might submit for qualifying activities.

For the purpose of the IDA we request you report for those costs and damages that occurred as a direct result of weather occurring on December 14th through December 17th, 2016. This incident period is an approximation.

Note, snow removal costs for the sake of snow removal is not eligible to report on the IDA, however limited snow removal for life, health and safety or to protect improved property may be eligible (e.g., snow removal to repair downed power lines ), this work is consider category B work.

Category A – Debris removal

Category B – Emergency Measures

“Eligible work, under Category B, emergency protective measures, as described in the Public Assistance Guide, includes snow removal, snow dumps, de-icing, salting, and sanding of roads and other facilities essential to eliminate or lessen immediate threats to life, public health, and safety. In addition, activities related to the snowstorm such as search and rescue, sheltering, and other emergency protective measures are eligible work. Other categories of work may be eligible under a snowstorm declaration where appropriate.” (https://www.fema.gov/95231-snow-assistance-policy)

Attached to this email is the checklist of the IDA for Public infrastructure, quick reference guide for public infrastructure categories, IDA Public Assistance Field form, and a questionnaire to be used to gather information from power utilities (please be advised that utilities must be public or private non-profit to be eligible for inclusion in the IDA).

The state has 30 days from the date of the event to make the request to the President if warranted. Therefore, it’s extremely important that CCDM receives your Initial Damage Assessments by close of business on January 3rd, 2017 so that we can make OEM’s submission deadline of Jan 4th.

While we do not expect there to be a significant number of submitted IDA forms from Clackamas County and I realize this request is coming late, I appreciate your taking a moment to confirm if any of your operations or facilities have eligible work to be accounted for.
