Thank you for the question. We initially did not receive any correspondence from ODOT because they had concluded they had no comments. Consequently, ODOT didn’t believe they needed to respond.

Because I heard about their concerns about the Tractor Supply zone change, I called ODOT’s development review manager and asked her to supply something in writing to the City, confirming they have no comments. The ODOT manager explained that the main difference between this proposal and the Tractor Supply rezone request is that the Tractor Supply situation also included a change to the comprehensive plan designation from Industrial to Commercial. Given that change, more analysis was needed to conclude that any new trip generation resulting from that change would not impact state transportation facilities (roadways).

This annexation proposal will result in a C-2 (General Commercial) zoning designation, consistent with the Comprehensive Plan. In addition, commercial trip generation for this parcel was modeled during the 2018 update to the Transportation System Plan (TSP). ODOT had a chance to be heavily involved in both the 2014 Comprehensive Plan and 2018 TSP updates. Since this proposal is consistent with both documents, ODOT has no comments. I have attached an email from ODOT explaining their position after I requested something in writing.

Is there more information on ODOT's communication on the rezoning of this property? Often they will send a letter with information on the criteria that they looked at and any recommendations that they have. The last time we rezoned property on 213, ODOT had a lot to say about it and I really would like to see more information on their position for rezoning this property.
