Mayor and Council – Just in case you hear a rumor.
You all remember that the Comprehensive Plan Amendment and Zone Change that allowed the development of the Tractor Store on 213 south of Toliver included a number of negotiated items with ODOT. One of those items that ODOT required in order to remove their appeal was a finding with regard to the Transportation Planning Rule (TPR) that secured proportionate funding for intersection improvements (Toliver and 213). This story is very long so I will not bore you with many more details but here is where we are with the Tractor Store:
One of the issues with a project like this one is that the developer is out of State. Oregon has different rules than some people are used to, this is not an adversarial relationship and we will get there. Bottom line – Are we holding them up? I guess the technical answer is yes, but we are following the rules, our code and the decision findings. My best guess is we will get there this week.
