With the new crosswalk across 211 and the new subdivision, it seems like this is going to be an even hotter traffic area (vehicles combined with bikes / foot traffic ). I'm super concerned about the kiddos safety walking down that street, cars dodging the potholes, and no sidewalks or walking paths.
Trying to think outside the box on how we could move something along to improve the situation. Does this have to be an actual street for vehicles, or could all (or a portion) of it be converted to a pedestrian/bike path only lane? I'd hate to lose my driving shortcut over to the new subdivision (personally), but very concerned about the people on foot or bikes.
I can't envision the school district doing anything in the near future related to development / redevelopment. Wasn't aware that the Urgent Care facility had any additional plans for growth. It seems like we should coordinate a conversation with all parties sooner than later to look at options, rather than waiting for others to do something regarding development. That could take years!
Does something like this fall under the safe routes to school? https://www.oregonsaferoutes.org/ Could there be some grant monies available??

It isn’t listed as a project in the TSP. The 3rd phase of the Urgent Care facility is required to complete the east side of Hezzie Lane up to West Lane and the south side of West Lane to the east edge of the property. The balance of West Lane would be done as part of a redevelopment of 110 Leroy, 803 W Main, and any expansion of the middle school.
The School District, like any other property owner, is responsible for improving their frontage. So, the money for that would come from the same folks which are the taxpayers. They could approve that through a bond with the School District, a bond with the City of Molalla, or some other funding capabilities that I am not aware of at this time. We have the option of requiring full width improvements on the Urgent Care project but would have to reimburse them for the north side of West Lane. The problem is that the Urgent Care has not made substantial progress on their project so we are in a holding pattern.
If the Council wants to complete the roadway then you will need to do it through a Local Improvement District where the property owners are required to cover frontage improvement costs up to 100% or as the Council elects. The problem is that the Council can be overturned by the property owners (MMC 12.04.090) if their share is 66% or more and they don’t want it. The way around that for the Council is to only charge the total of less than 66%. For example, the Council can say that the City will pick up 50% of the costs and the other 50% will be assessments on the property owners. You could also do a 35% and 65% split and still be under the amount. There will be a financial burden on the property owners and the City that may have funding impacts on other City projects for some time to come. See Chapter 12.04 of the code which explains the entire process and options for Local Improvements.

Hello Gerald,
We missed you on Saturday - it was quite the retreat 
Hopefully all the tasks you were assigned aren't too overwhelming 
One of the things I was going to ask you about is whether West Lane (south side of the middle school) is a priority for improvements or not. I tried to find it in the TSP but didn't have any luck. It could just be that I overlooked it.
Now that the subdivision is in, and producing a lot more auto and foot traffic down that road, I'm curious about whether it's on the radar or not...
