All of our streets are 25 MPH. If the Council wants the speed limits lowered to 20 MPH then we will have to resign all of our streets. I think that the downtown commercial streets should be at 20 MPH but I think that you should get Rod and Frank to give their thoughts. To change the signs is a cost to PW. To enforce the 20 MPH rule is an entirely different thing that will prompt folks to increase complaints about speeding. The question I have for the Council is whether or not speeding is an issue around town, where is it at, and how many ongoing complaints do they get? It may other trying to solve a problem that doesn’t exist here but the PD would have more info. If we start talking about 20 MPH signs then we also need talk about speed hump, chicanes, traffic circles, and other traffic calming measures that cost money and get the Fire Department in an uproar. They are already not happy with my curb extensions on Fenton and Heintz.

I hope you are back to 100%!

How did you think the council retreat went? I know there were a lot of action items that came out of the conversations. We can revisit when everything is on paper to see what makes sense, and what may need to be pushed out farther to work on.

At the CC Cities dinner last week I spoke with Lisa Batey about the speed limit bill that they are trying to pass to allow for cities to have more control over speed limits. I don't think there is much time to coordinate with City Council on doing a letter of support (and don't think we have brought it up, have we??), but wanted to get it to you in case you hadn't seen it.

I see that Rick Lewis is on the committee - do you think we should find out from him what the status is and whether they are looking for more support (and how long we have to get it in front of council to see if they are interested in supporting a bill like this)?

I promised to send this to Elizabeth Klein in Molalla at last week's Clackamas Cities Dinner, but on further thought, I decided to send it to a wider list as well.

On Wednesday, the Joint Committee on Transportation will be holding a hearing on four bills relating to speed limits in Oregon. Two relate to rural areas, but two relate to speed limits on residential streets in cities. SB 558 would allow cities to set the speed limits on residential streets 5mph lower than state requirements (so generally to 20mph). In contrast, HB 2702 would only give such flexibility to the City of Portland. The Milwaukie City Council is interested in having greater flexibility to set speed limits on our residential streets, and so we have submitted a letter in support of SB 558, attached. I want to encourage other cities to do so as well.

The session is labeled as “informational” and specifies that they will be taking “invited testimony only,” so oral testimony is not being taken, but letters would presumably go into the record.

I suspect that many of your communities would like the ability to lower speed limits on some of your residential streets, so I hope you will chime in in support of this flexibility. You may also have citizens interested in voicing their views in Salem, with whom you’d like to share this information. Thank you for your consideration of this issue.
