Mayor and Council – Yesterday morning during the Chamber of Commerce breakfast there was a report from the Chamber that Tractor Supply would have a “soft opening” on November 23rd. My Staff was unaware of that particular date and contacted ODOT to find out if we had not been informed that access issues to Hwy 213 had been solved. The e-mail from ODOT below outlines where Tractor Supply is in the que for access approval from ODOT.

As you all are aware, we do not control access to 213. Highway 213 is a State Highway under ODOT jurisdiction. The delay in opening the store has nothing to do with development standards, location of the building or the City throwing up “road blocks” – we want the store to open and serve our community. Tractor Supply continues to work on other smaller items regarding development standards and requirements related to the City of Molalla but the main issues is and always has been access.

In the end, we believe Tractor Supply will be a good addition to Molalla. Let me know if you have questions or need clarification.

Alice –

I asked Avi to forward me this email so I could respond. Thank you for your inquiry, it is appreciated. ODOT recently reached an agreement with the Tractor Supply store developer regarding a path forward for eventual approval of their access permit. However, there are many conditions that the developer is required to meet prior to issuance of any temporary access permit. These conditions include reaching 100% plans and approval of design exceptions, as well as execution of a Cooperative Improvement Agreement with ODOT, none of which will occur by November 23rd. They are also working on necessary approvals and permits from ODFW, DSL, and USACE. Therefore, I would describe the status of the permit as “In Progress”.

If you want to give me a call I will be happy to discuss the situation in more detail. I am in the office all day tomorrow, as well as Monday and Tuesday.
