A thought. Perhaps the Council wants to designate certain segments of higher density residential areas as low cost, tax reduced properties that only allow for cottages or mobile home subdivisions. All onsite utilities and infrastructure is private in an HOA. Cottages can be 2 bedroom 1 bath and have approximately the same SF as an apartment but they own them. This would also require an amendment to the SDC’s under 13.14.100 Exemptions that allow for a reduction of the SDC’s for low income units. No rentals can be allowed and they must be owner occupied in order to meet the requirements of the zone and reduction in SDC’s. Once a developer and property owners commit to the plan then there is no backing out or gaming the system. Would have to be air tight from a legal standpoint otherwise why would we bother to accommodate this need.

The report is in the packet online, as well as the appendix from the racial inequity presentation and the full HNA.
