Hi Jody,

I can answer this and these are all my opinions. Dan may want to chime in.

Implementing over time only helps out developers. Some policy makers like to use implementing over 1 year or more years as an olive branch to the development community. I don’t agree because if your big developments come in during the first year then you’ve lost your opportunity to cover project costs. Pros are for developers and cons are for the community making development pay its way.

Some agencies do nothing to try to market themselves against other communities. Molalla is not desperate and with the push south from Metro we are in a good position to get development either way. Lower fees is the same thing as no fees strategy.

My recommendation is to implement the transportation and sewer now and lower the parks as discussed in the work session.

I’m not sure who I should be addressing this to, so I sent it to you both.

Could you give me pros/cons for implementing the increased SDC fees over time, verses just implementing them now?

Also, why would we choose to do nothing, or implement lower fees?

I think I walked away from the last meeting a little confused on this one.

 

I will not be back to my email to check this until tonight, but thanks for any insight you can share with me.
