Do we usually point out the position doing the approval or the department doing the approval? And "opinion", does that mean a determination made based on the criteria mentioned, like a legal opinion? Yes. In the rare occasion that we need to restrict or curtail discharge. Gerald may have additional comment. Regarding the one complaint we got about someone smoking at an event in the park, Is there an Outdoor Clean Air Act we can refer to? No. Other cities use the “Indoor Clean Air Act” to restrict smoking in a park for example. People cannot smoke outside within 10 feet of a door or a window now. We are taking this to you all only for the purpose of providing direction on whether you think it is important to restrict smoking in our parks. Or, maybe you only want to consider playgrounds or sports fields. Your call. I'm a little out of the loop on the MOU for banners. I really think the winter season is closer to Nov-Feb. That aside, I'm going to recommend taking that section out of the MOU so we have flexibility in case we want to make any changes in the future. I agree. However, if we do not want the extra cost that our vendor will charge us then these would be the dates we take ours down and put them back up. I do not think the Chamber wants the cost. They think we have no cost so it would add another $3,000 annually for new dates. You can make the call here too.
