Hi Dan,
I was thinking about this last night and wondered how hard it would be to create a one or 2 page document that explains the following:
I did a super rough draft of some ideas of how we could present the info - your team will have better ideas of what is reasonable if this is something we can pursue. We also need to speak in layman terms if possible (agreeing with Leota here).
It doesn't make sense to look further than 3 years or so down the road IMO - you or the staff may feel differently.
This document would be to help educate/illustrate the facts and be easy to share with the community so they can make educated decisions. Something like this would really help me when people stop to ask questions about the fee. We could distribute it electronically as well.

Mayor and Council – Just a few thoughts on this issue for all of you:
There are currently 5,578 Registered Voters in Molalla. Jason Griswold and two other people were able to obtain 678 valid signatures of those voters to have the Street Utility put on the ballot. There are many more voters who either declined to sign or were not contacted. Some people who signed may not fully understand what they were signing and some actually did know. I believe we have an opportunity to get the accurate word out over the next couple of months.
At a Staff level we are working on a “neutral” ballot explanation. It may be a good time to think about what information you need and who you want out there helping spread the word.
