The report will outline options available with low to high level costs to address the issues at Hwy 213 and Toliver Road. The actual selection of the improvements happens at the design phase done by ODOT. While we have some input from a City standpoint, the selected improvement will be based on engineering standards to reduce or eliminate accidents at this intersection and improve bicycle and pedestrian access and crossing safety. The speed reduction request will help no matter what option is finally accepted.
ODOT has a complicated matrix for selection that is vetted by multiple groups within their organization and follows a cost-benefit analysis. Now that the safety analysis has been done, it allows ODOT to move forward with design and also pursue funding for construction. Funding for design is already in place.

Mayor and Council – Attached is the final report from Kittleson and Associates regarding ODOT’s Toliver Road Safety Audit (RSA). ODOT will be back in front of Council in December for further discussions. As an FYI – ODOT staff is now preparing their response to the Audit. Hopefully, their response will be part of our December discussion. Please let Gerald or I know of any questions or concerns you may have.
