Attached is the 2012 report and a breakdown of property owners surrounding the City parcel. The parking facility included incorporation of the Deardorff and Kraxberger parcels. The property owners at that time had input to the plan. See project summary on Page 2. It assumes a retaining wall along the south side to separate the vehicles from pedestrians going east-west to deal with the grade change. Probably was assumed to be and ADA compliant ramp down to the west property and parking area.
