Thank you for inquiry. HOA's are provided for by state law and have to register with the county if I am not mistaken, so they may be a better source of information for you.
Lexington Estates was originally 183 planned units with Century Land Development managing the HOA until 2/3 of the units had been sold, at which time the home owners were supposed to take over. To my knowledge, the home owners never took over, but I don't know what that means for the HOA. Your mortgage documents may provide more information.

My husband and I bought our house 3 years ago and we made sure to tell our real estate agent an hoa neighborhood was definitely something we did NOT want to be a part of. Now... fast forward 3 years evidently we're being told we need to form an hoa or Lexington estates will be turned over to property management? Sounds like a breach of contract to me. Can the city please tell me what's going on here?
