Mayor and Council – Just as a follow-up to our joint meeting last night regarding the TSP. I would invite you all to peruse the technical memos leading up to last night’s meeting. We heard some testimony last night from two individuals who have not read the technical memos and have not attended the available public meetings.

For example – It is hard to ascertain how to respond to testimony regarding the removal of the Molalla Forest Road from the TSP when the roadway is highlighted in the Plan information you all received last night.

Also, when we have a development that occurs adjacent to a state highway, we are obligated to include ODOT in the review process. We, as the City cannot grant access to a state highway. There was testimony last night that indicated that ODOT was not part of the Bear Creek Subdivision review. ODOT was part of that review, provided approval conditions and continues to be part of our process.

Although we want to encourage more and more testimony – we should encourage ourselves and the public to read through the information that is produced and look to the future. The original TSP was drafted in the year 2000 and adopted in 2001. Molalla had a population of 5,761 in the year 2000. Today Molalla’s population is getting close to 10,000 and some of our circumstances have changed in 17 years. The new TSP has retained some of the old assumptions but there are also many new ones to accommodate changes in time, residents and needs.
