So a rising load of wastewater is meeting a boundary that was supposed to be applied assuming a smaller load? And the DEQ won't adjust base d on factors. Thank You for working tirelessly on that message.

Hi DeLise,

If you are talking about section S-5 on page S-4, what it means is that no
matter how much flow we get into the plant and have to process out we are
held to the 10-10 requirement for BOD and TSS. In other word the plant would
have to treat and an even higher level of treatment than the 10-10 so that
we didn’t go over our lbs per day/week/month limits. The way the permit is
written is essentially not attainable and the design engineer back in 2007
didn’t design to meet this requirement and we're not sure if they asked DEQ
the question as to why the strict requirement. Hope that answered your

Mayor and Council - We are working on sending out the "Richwine" report to
DEQ this afternoon. This report is the report we commissioned a couple of
months ago as we all discussed. I am going to send you the press release as
well as a link to the report today. I know there continues to be a number of
questions and we will be working hard on those solutions as well as finding
funding options. Please let Gerald Fisher or myself know your concerns as
well as any questions you have.
