I still have 92 email to go but am going to respond to your question. On page 2, item 2 the section west of the bridge will be pavement widening, curb and gutter, and sidewalk. It transitions away from the roadway to a path heading east over a new foot bridge. Once across the bridge it stay as pathway with the ditch filled in and an underground storm system as an interim pedestrian way until the Bear Creek development does Phase 3 fronting Hwy 211. At that time, they will pull up the asphalt path, widen the roadway, and install curb and gutter and sidewalk. The asphalt pathway is a throw away but less expensive than the development of the frontage at the cost to the City. This will all get worked out in design to keep out costs down and extend the pathway as far as possible. Thanks.
