The city is paying for past failures and will continue to do so until all
issues with the sewer plant are brought up to date. DEQ doesn't care when
the negligence occurred they just want it fixed and won't back off until
it is. We need to bring in what ever resource we need to evaluate the
sewer plant and proactively bring all the systems up to date instead of
waiting for things to break are go bad.
