32 2 Conservatively assume emission factors for Wearshield 60 are similar to Inco 62 based on metal composition as emission factors from San Diego County Air Pollution Control District are not available
33 3 Assume emission factors for Super 600 are similar to 316 based on metal composition as emission factors from San Diego County Air Pollution Control District are not available
34 4 Categorized based on recommended welding method as listed in the SDS.
35 5 Per guidance from the San Diego County Air Pollution Control District website, when incomplete information is available from AP-42 Final Section 12.19, the emission factor should be determined by the equation EF = FGR x FCF x Ci. When available, FGR is the Fume generation rate found in AP 42 Section 12.19. When no FGR is available in Section 12.19 for the specific welding process and material, a district default FGR is used that has been provided by ARB, Richard Bode. Ci is the concentration provided in the MSDS. See Footnote 6 for discussion on FCF.

65   1 Daily maximum usage values were determined based on the following:
66       For inside the boiler welding, emissions only occur during plant outages which based on 2022 data is:     30 days per year
67       For all other welding activities, welders may work at the plant up 10 hours per day, 4 days per week for 50 weeks a year, which equates to ~: 200 days per year

1 This calculation assumes max daily throughput using the highest-risk welding rod. Maximum daily usage provided by CMI is used except for outdoor welding. For outdoor welding, the maximum daily usage has been conservatively assumed to be 0.1 pounds to reflect a value that would be more easily tracked.

120 Use of stack emission dispersion factors in a Level 1 screening risk assessment:
121 For each Toxics Emissions Unit, select the appropriate stack height and distance from the stack to nearest exposure locations approved by DEQ. For each exposure location, find the corresponding annual dispersion factor in Table 3A. For each toxic air contaminant, multiply the annual air toxic emission rate (in pounds/year) by the dispersion factor. Divide the product by the RBC for all the toxic air contaminants for the appropriate exposure location in OAR 340-245-8010 Table 2. Add up the resulting ratios for all Toxic Emissions Units for each exposure location. Compare the results with the Risk Action Levels in OAR 340-245-8010 Table 1. Repeat the process for daily emission rates (in pounds/day) using Table 3B at the acute exposure location.
122 For a stack height between the values shown in the table, either use the next lowest stack height, or interpolate the dispersion factor. For an exposure location distance between the values shown in the table, either use the next lowest distance, or interpolate the dispersion factor. For stack heights greater than 50 meters, use the appropriate dispersion factor for 50 meters. For exposure locations greater than 1,000 meters from your facility, use the appropriate dispersion factor at 1,000 meters. In the absence of a known stack height and exposure location distance, use as a default the annual dispersion factor (0.0033 μg/m3 / pounds/year) and daily dispersion factor (8.3 μg/m3 / pounds/day) for a stack height of 5 meters and an exposure location distance of 50 meters.

120 Use of fugitive emission dispersion factors in a Level 1 screening risk assessment:
121 For each Toxics Emissions Unit, select the appropriate building dimensions and distance from building to nearest exposure locations approved by DEQ. For each exposure location, find the corresponding annual dispersion factor in Table 3C. Repeat the process for daily emission rates (in pounds/day) using Table 3D at the acute exposure location.
122 For an exposure location distance between the values shown in the table, either use the next lowest distance, or interpolate the dispersion factor. For exposure locations greater than 1,000 meters from your facility, use the appropriate dispersion factor at 1,000 meters. In the absence of known buidling dimensions and exposure location distance, use as a default, the annual dispersion factor (0.0045 μg/m3 / pounds/year) and daily dispersion factor (4.8 μg/m3 / pounds/day) for a building area of ≤3,000 ft2, height of ≤20 ft, and exposure location distance of 50 meters.
