Thanks for the clarification and I can answer the two questions below for you. In looking at the aerial image of your area there are areas that did not have sidewalks installed as part of the development. It is unclear why the developer was not required to install sidewalk in those areas. The most recent development, Bear Creek Subdivision, was required to install sidewalks in all areas not fronting a proposed residential lot.
That being said, I do have in next years proposed budget to begin design on a small pocket park on Mary Drive between Shenandoah Drive and Ann Lane and will either add the sidewalk for the detention pond on Anne Lane as part of that project or do it under a separate project. I am not sure where the third area is so please let me know which area you are talking about. I have identified two areas the City owns that will be getting the sidewalk and the third area in Columbia Drive at the cul-de-sac has sidewalk. Let me know when you confirm the third location
The second item regarding the tree is not something I have information about. If it is in the wetland areas then those areas are owned, operated, and maintained by the HOA. In order to remove a tree or do anything within a wetland, you would need to work with our Planning Department for a tree removal permit. Your contact is Steve Miller, Interim Planner and he can be reached at commuityplanner@cityofmolalla.com. He will be able to get you started on that process and I have CC’d him in this email.

This is Amy Grant (A Grant). You and I had talked weeks ago and you were referring my questions to another party within the city. I never heard back from you. Rhonda reached out to Dan.
I set up a single email account (LexingtonHOAMolalla) to help consolidate the traffic that I am getting directly from the community. Rhonda and I are doing what we can to keep our neighbors up to date on all of our discovery. My response to Rhonda's email to Dan was merely because we had not heard back. I only saw his out of office reply once I had inquired as a follow up and I had let Rhonda know. While we can't prevent all 180 homes from reaching out directly to the City, we are trying our best to contain the crazy as we move forward with this HOA transition in Lexington Estates.
The burning questions are around two topics.
First - the neighbors would like to know why there are no sidewalks in front of the three city-owned land areas within the boundaries of Lexington Estates.
Second - which we are still trying to learn more, but we have a home that has a tree in the wetland area that is a risk to her home. It doesn't appear to be steady and may be one windy storm away from damage to homes. The homeowner has been trying to get help or direction as to whom to reach out to understand what can be done about this tree. It's a big liability.
We are all new to this HOA as most of us thought it had been dissolved long ago, or never knew of its existence. Please be patient with us as we learn how we play with the City.

Sidewalk construction along public right of way within the City of Molalla is under the purview of the City of Molalla. There is no difference if an HOA exists.
The City of Molalla may be interested in Creamery Creek property. However, you may want to find out from the HOA if there is any interest prior to proceeding. The City of Molalla will not assume all costs.

Second is at the cul-de-sac at the end of Columbia (houses 891 & 891).
