Hi Angela,

We don’t have a program in place like the City of Portland. Our rates are structured so that we charge the minimum to provide drinking water and to maintain the system. Portland may be under a mandated program by the state to conserve water. I’m not sure. I do know that in order to make a program like that work, they must offset their costs to provide water by charging someone else the difference, such as a large user through a higher rate for services or some other means. Thanks.
