Hi Chaunee,

I talked to Heather and she said that the 10 years she has been here there

has been a minimum sewer charge for sewer accounts. I looked in our Code and

could find nothing regarding minimum charge. Also, the code has multiple

errors related to ordinances repealing other ordinances and the sewer and

water sections will likely have to be completely rewritten, but that is

another project for later.

Rates are covered under 13.08.360 Rates - Generally and requires

C. The sewer service charge for an individually billed service shall be

based on that customer’s use of the system as measured through winter

average water consumption and that customer’s allocated share of the sewer

system’s fixed cost of providing service.

Based on our current fee resolution customers shall only be charged the base

charge and a use charge based on winter average. This will require

elimination of the minimum sewer charge practice that is in place and

credits, where applicable, for all low use accounts going back to July 01,

2017 which is when the rate structure was changed from the 2015-13

structure.

Mr Fisher,

I was just told that the City has established a minimum sewer usage charge.

I would like to know where specifically that is published for customers to

read.

I was also just told that the minimum charge is $14.12. An increase over

last year.

Please tell where I can find it published because none of this is listed in

the published rates.

Some of questions I asked this morning about bill calculations were

answered with “I don’t know that’s up to the engineers, they’re are smarter

than me”. That’s the answer I received when I asked what is the sewer usage

rate. It’s listed on the bill as 3.56 which isn’t correct. Why does the

sewer usage rate seem to be a big secret?
